I have to echo @joekissell – we have used the Welcome Email plugin for years without problem. With the latest updates ALL of our emails sent from other plugins are now using the Swift SMTP settings, so appear to be from the user who sends the Welcome Email!
I would suggest adding an option to disable anything other than the Welcome Email element of the plugin for people who only want and use this functionality.

There are a few of us experiencing this issue, including this thread.
We’ve just all updated to 4.4.2 and we’re monitoring it, and it sounds from your post that you’re also on this latest version. Is that the case? If so, it means it’s not fixed yet ??

We were having the same issue – missing CS and JS randomly, so we’ve disabled the combine options, installed the beta on our test site, and will await confirmation of the fix.

We have now upgraded to v4.3, and if we switch on Load CSS asynchronously, we are still getting FOUC, so we’ve opted just to leave this option switched off.

Yes, all the IPs are whitelisted – we don’t have any issues with connection to the QUIC services.
