Where is the backbround shadow you are taliking about? I can’t see any background shadow in above page.

Go to wordpress admin dashbord

Settings->Discussion
and enable comments for your posts (Allow people to post comments on new articles ) and modify some other options as needed.
You can also turn on or off comments for individual posts when you create them or update them.

You can try the import tool

Error establishing a database connection message appears because WordPress cant connect to the database specified in your wp-config.php in your site root.
