I wanted to come back and post again, after a month of not using the Falcon Cache and numerous WordPress and WordFence updates I went ahead and set Falcon Cache again and am NOT experiencing the same problem as before on any of the 4 sites that elicited the problem previously.
Also it is now sending all email alerts without problem, so golden so far.
Alright, so I wanted to do some more testing and found out this ONLY happens with Falcon Cache.
When I changed to basic caching it would let me visit the site after I tripped the brute force blocker.
However, when I attempted to turn on falcon cache (which turned on properly) it gave me the forbidden error after tripping the brute force blocker.
So something in the Falcon Cache is causing this problem.
Also I stopped receiving your alert emails recently as well.
I also attempted the same process with all plugins with WordFence disabled… Unsure how exactly it isn’t related to WordFence at this time.
Not that I see, no.
Why is it only happening when WordFence is triggering the lock out and only recently? It was working fine 5-6 days ago.
Although now that I think about it I had just turned on Falcon Cache before this started…
Forbidden
You don’t have permission to access /wp-login.php on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
Is the error on the page. I have disabled all plugins but wordfence and can replicate… Something is totally borked on this thing now…

The categories has a white background and grey text, I really want to make the background black to match the rest of the site.
Ahh, I found your option in advanced to remove tables.
Did a clean reinstall of WordFence and setting it back up.
Still sends test emails to my account without problem using the SMTP sender I have installed.
I guess I will have to see if it did anything.
Curious: why would some of your alerts send properly AND be received (being sent via SMTP of Google by the way) and yet this be the only one not coming through? Doesn’t make much sense that it would be a Google account issue.
Also, how does one clear table data? I do know how to uninstall and reinstall.
The email receiving is indeed Google based.
I have confirmed user account lockout alerts as well as test emails (from the config page) both come through.
For some reason plugin out of date alerts just don’t send anymore.
Stopped about a month ago.
