Possible Issue:

There must be JS error due to any plugin or custom coding. Please check the browser console and make sure that there should not be any JS error. If there is JS error, please deactivate the buggy plugin or correct the related code.

We have tested the comments form and it is working as expected. It shows scrollbar on very long comments.

I think you have enabled Jetpack Comments and this issue is related to Jetpack comments stylesheet.
