Yes, that could happen, but it depends on the failure, if it’s an exception, then the backup might not finish the process so it would not get to the cleanup point. You usually get an email with a notification message containing the failed reason message.
In the Google Drive Remote Storage option you have the option to cleanup the remote storage after a specified number of days as well as automatically empty it’s trash

You can delete the old log files without problems, and in Manual Backup, you can also get an email notification if you’ve set one in the backup generate backup screen first tab
You simply need to create a scheduled backup and select Google Drive as target remote storage. For deletion, please check the option “Delete Backup After Remote Storage Transfer” from XCloner Settings->Cleanup Tab

I would suggest checking in with your hosting support to see if the mail server works correctly, otherwise, it would be best to setup your site to send emails through a smtp server as described here https://www.siteground.com/tutorials/wordpress/use-smtp/ , are other email sending pages working correctly on you site?
XCloner already disables the FOREIGN_KEY_CHECKS on import, it might be that your mysql user does not have super admin privileges to the database in which case the error might appear, try and see if you can assign admin privileges to fix this; otherwise i suggest to use a new empty database when restoring.
The library we are using for BackBlaze implementation https://github.com/gliterd/flysystem-backblaze does not support yet application key as stated on their page, as soon as support is added, we will add it as well. Might help to make a request on their page as well.
Encryption is an option, and yes, if you need to use less server resources, you can always disable it, the backups will get created just fine.

No,that should be fine. Are you able to encrypt/decrypt backups ok in manual mode from the View backups section?
The error indicates that the verification of backup encryption is failing for some reason, you might want to disable encryption for now. Do you have a valid(non-empty) encryption key in XCloner Settings?

As for the XCloner .xcloner-ff** folders, you need to setup a scheduled backup, that has a trigger to cleanup temporary folders older than 24 hours
You are probably running into a server timeout when transferring the backup, i would suggest to setup a scheduled backup process to send the archive to dropbox based on a real server scheduler
