Have you tried deactivating all plugins and reactivating them one at a time? A previous wordpres user mentioned that their Plugin CKEditor For WordPress was causing this problem.
JetPack also seems to cause this problem for users as well

It sounds like you don’t have enough memory for PHP to execute the update. To increase memory allocated to PHP see: Increasing Memory Allocated to PHP.
Also Check out the codex article on Common WordPress Errors. Specifically Maintenance Mode Following Upgrade and PHP Errors.
If you cannot access to php.ini to change the memory limit you may need to contact your hosting provider

Have you tried deactivating your plugins and activating them one by one to see if the Editor option appears? Plugins like WP-Security plugin has an option to remove that on the backend
You can also try reinstalling your Theme as well.
Lastly, is your blog networked? If so, go to Network Admin, Themes, and see if an editor option exists there.

Both your looks for ‘Footer Okay’ and ‘Footer Not Okay’ seem to be identical. Both Footers seem to be at the bottom of the page.
Is there a specific configuration of the footer text you are looking for?

Do you mean the defaul WP-comments system?
If so, log into wp-admin > Settings >> Discussion >> Uncheck “Allow people to post comments on new articles”

Have you tried changing the Page Templates?
Select ‘Page Attributes’ Drop-down on the right side of the editor before publishing a page and be careful to change the page attributes so that it is not Full Width.
