This should be possible.
You will need to create 2 different shipping zones. One for US & Canada and the other for the rest of the world.
Then in the plugin’s settings, configure the following options:
-Manual Min Amount > Section > Enable manual min amount section
-Manual Min Amount > Amount > The minimum amount required for free shipping
-Manual Min Amount > Special Values > Empty or zero > Free shipping
-Manual Min Amount > Special Values > Minus -1 > Hide
-Manual Min Amount > Extra options > Shipping zones > Select US&Canada and Rest of the world
-Save the settings. Then:
-Manual Min Amount > Extra options: Amounts > US & Canada > Amount required for free shipping
-Manual Min Amount > Extra options: Amounts > Rest of the world > -1Secondly one more important setting would be
WooComemrce > Settings > General > General options > Default customer location > Geolocate
With these settings, you should be able to identify guests by IP and display free shipping messages to customers in US & Canada but not the rest of the world.

Just a question, you add 1 product to cart and go to the cart page, when you update the quantity, you would normally click update cart. This would refresh the page anyway.
If you simply add 1 to cart and go to the cart page, then you update the quantity, but don’t click on update cart, and just click on checkout won’t the quantity on the checkout page still be one?
Can you please re-confirm the quantity on the checkout page?
Also please re-check the settings under General > Checkout options and make sure you block the checkout.

Here are the steps to set this up, in the plugin’s settings:
General > Amount limits > Minimum and Maximum
General > Amount types > Quantity
General > Require all types > Enable
User roles > Amount by user role > Enable
User roles > Enabled User roles > Role A and Role B and hit save.
User roles > Role A > Min 1 and Max 12
User roles > Role B > Min 12 and Max 999I would also advice to check the settings under
General > Checkout options if you want to block the checkout process.
And the settings under the Messages tab to ensure the relevant messages are displayed in the Cart, Product Page, Checkout page etc.

Can you please try and run the option under Tools & Reports > Order tools > Recalculate orders cost and profit in the plugin’s settings.
Secondly, you need to enable the options under Tools & Reports > Analytics.
You will then be able to see costs and profits in Analytics > Orders

We are unable to reproduce the issue on our end. First can you please make sure you are using the latest version of the plugin. Secondly, I see you are using Xamp, we have not tested our plugin with Xamp. I suggest you try it on a live server.

I am unable to reproduce your issue on my end. As soon as a customer navigates away from the page where the notice is first displayed, the notice should disappear.
Is it possible for you to share screenshots of your settings and I can try and reproduce the issue on my end?
By a user registering do you mean through the my-account page or through WooCommerce checkout?

I am not sure why you are using the other plugin. Just seems like, our plugin would be enough for your situation. You are trying to redirect customers after registration?
You could explore the following options in the plugin’s settings
General > Redirect on Success
General > Redirect on Failure
Advanced > Prevent login after register > RedirectHi,
The best way to do this would be to first create two different shipping zones in WooComemrce. Then, in the plugin’s settings, use the Manual Min Amount tab.
Manual Min Amount > Extra Options > Shipping zones > Add the different shipping zones and save the settings.
Then set the minimum amount for each shipping zone. Leave the country where you don’t want the message displayed as zero.

In the plugin’s settings enable General > Use Variations then Frontend > Product Limit Message > Variations > Show limit message for variations
This will grey-out / make the add to cart button unclickable for this variation and show a message to the customer they have exceeded the limit for that variation.
This is a pro version feature only.

No, it will not block order emails to the admin. It will block the order emails to unverified users, once they verify, they will receive the order emails.
